CSS and Railtrack negotiated a Joint Venture Agreement for assessment of Railtrack-owned bridges carrying the highway over railway. This document developed scenarios for the cost sharing of strengthening work, together with follow-up work on Works Agreements, potential for Council takeover, responsibility for future maintenance, and assessments of commuted sums where applicable.
